Looking at the pages and remembering my own experience buying them from Amazon in the US, it seems that the more expensive option is a two-pack and the less expensive a single light (and out of stock, apparently). I got them for my elderly parents, who seem to like them a lot, although they haven't had the real test, an actual power outage.

I've seen these in Costco stores in the Toronto area. 3 packs for $ 19.99. I assume you're in Canada, considering your cruising Amazon's Canadian site.
Can't help you with model # discrepancy.

One is from Amazon and the other is from a seller. Sellers tend to set whatever price on items that aren't popular/don't require a competitive price.
