Help me identify this light ?

Just got this in the mail.
Uses a TIR optic. What LED is this?
Was told its a cigarette lighter light. Lights up blue in the lighter socket.

The light works OK I stuck a yellow swatch filter over it so when its plugged in the is turquoise instead of blue and the emitter is now yellow instead of blue and yellow (super ugz). I think I shall dip the inside with glue and heavy dust it in glow powder
