Penlights are typically double AAA.
The most frequently recommended is the preon.
You mentioned cheap.
I have two CQG S2 2AAA penlights. One in Neutral white, the other cool white. I prefer the neutral, but I don't see it offered anywhere anymore. cnqualitygoods has it for less than $20
Make sure that you also pick up the pocket clip for it.
It is smooth, stainless steel, and high, low and strobe, without memory.

Fenix E25. It's an awesome 2xAA light with good mode spacing (I never use Burst) and high quality construction. I had bought a couple of E01s for my laptop bags, which made me think of Fenix when I wanted to upgrade from my 2xAA Maglites. The Mags were indestructible, but not bright enough even to read the electric meter with the basement lights on. Most of my use is indoors, and the E25 is my favorite light for that.
