Fenix PD40 Afterglow

Around the house, I usually use my Fenix PD40 (very fine light BTW) in the lowest, 20 lumen mode. When I turn it off, the emitter glows softly for a bit. This is not glow-in-the-dark material around the reflector that some lights have. Anyone else notice this?

Yes, I've noticed that in several lights - Zebralight SC600, EagleTac S200C2, and some others I can't think of at the moment. Maybe all of them? Not sure why it happens.

Most led flashlights do that, led bulbs for houses do it too.

I'm not sure what causes it, likely a gradual cut off of power would be gentler on electronics

Seen it as well. My bet is its afterglow from the yellow phosphor. You'll notice the afterglow is always yellow (or orange for neutral white). The LED phosphor is basically a very short duration glow-in-the-dark material, so a little afterglow is nothing unusual. With a red, green or blue LED there should be no after glow.
