Broken battery or bad driver

Hi, i juste received my new diving light.

With new set of battery freshly charged when i put it on HIGH, i have only 4 minutes before it start flashing.
Then if i try again later, i have a few second before it start flashing.

This is not the strobe mode, it look like a kind or warning either low battery or overheating driver...

What do you think, Bad driver, cheap battery can't give enough amp ?

Many "bargain" batteries are not worth the shipping cost. I have seen re-packaged used laptop batteries sold as new, smaller batteries inside larger casings and wildly optimistic specifications.
I would strongly suggest using a digital voltmeter to check the voltages on the batts fresh off the charger and after discharge. Sometimes one can be bad & drag the voltage down causing the light to go into battery protection mode.

I have a very tight budget, is there any 26650 tHat is Worth it for around 10$ ?
I have to buy from www.Gearbest.com because i have a store credit that i wanted to use.

Although Gearbest is a great way to find quality and popular electronics rebranded and sold on Amazon at half price, they also have a heap of DX quality junk. A diving light is a critical piece of equipment like a caving light. These are best purchased from a proven, name brand, OEM manufacturer.
