Smooth is when maximum throw is desired.

Orange peel is for when mitigation of artifacts, such as rings, holes, etc. is desired.

Ah thanks. I have a P36 so if I change to a smooth reflector it becomes a thrower?

No, not that simple.

I have a Niwalker MM15. It is super floody, almost zero throw. It has orange peel reflectors. If I change to smooth reflectors, the MM15 is still super floody, with almost zero throw. The main change will be added ring/hole artifacts.

Next, let's say I have a Nitecore TM36. Super throwy, and almost zero flood. It has a smooth reflector. If I change to an orange peel reflector, it will still be very throwy with very little flood. The main change will be having less ring/hole artifact.

So, orange peel reflectors are used to reduce a lot of ring artifact, but changing to a smooth reflector will not add that much throw.
