What's the purpose of the velcro inside SureFire quick-detach nylon holsters?

On the inside part of the nylon that wraps around belts etc, there is rough velcro. The velcro tends to wear at whatever I attach the holster to.

Does anyone know why Surefire has velcro inside the attachment part? (I emailed surefire but they haven't responded).

Does anyone know of another nylon quick-detach holster I can buy that doesn't have velcro on the inside?

A lot of riggers/battle/gun/"Sam Browne " belts use Velcro to keep gear where you place it and not slide around. It can be inpartive that some important gear is in exactly the same place every time you reach for it.
