TN30 no light

I have a Thrunite TN30 that about a week ago it shut off now will not come back on. The batteries are charged. I did manage to get it to come on for like 5 sec but then it went very dim like it was on setting 1. No matter what it turned it to it was dim even the strobe. I took the battery holder and made sure all was tight. I took the top off where I could see the leds and there are two wires red and black. I tested with multimeter and it reads around 12v. Anybody got any ideas? is it the led board gone bad? Or something more simple?
