is there a AA twisty out there that's Made in the USA?

Maybe a Maglite with incandescent bulb (I have not verified if the bulb is made in USA) and Duracell Alkaline batteries, comes closest to meeting all your criteria.

the rest of these use LEDs

afaik the LEDs are not made in USA, and only the Duracell alkaline batteries are made in USA, not the other three types:

"Eiger flashlight is engineered to use all different battery chemistries: Alkaline, Lithium primary, 3.7 Volt Lithium Ion Rechargeable 10440 or NiMH rechargeable batteries."

some of us avoid alkaline batteries due to potential leakage

other AA lights made in USA do not offer twisty interface:
Surefire, Malkoff, McGizmo

Elzetta are also made in USA, but they dont make AA lights, nor twisties. They insist on CR123 batteries made in USA (by Panasonic, a Japanese company).

The twisty Maratac AA is sold by a USA company, but they are manufactured in China.

Yes, Peak El Cap.

Malkoff with VME bezel and 2xAA Valiant Concepts Little Twisty tube would also qualify, but some of these parts are no longer available ....

Also TnC Ultra-Lux, if you count 14500 Li-Ion (only) power.

And, maybe some of the Tektite torches ?
