From wikipedia:

The world's most powerful searchlight today beams from the top of the pyramid-shaped Luxor Hotel in Las Vegas. The beam concentrates about 13,650,000 lumens from 39 7 kW xenon lamps into its beam of about 9,129,000,000 candela. The brightness emanating from the Luxor lamp room is about twice that which emanates from an equal area of the sun's surface (about 95,000,000 cd/ft2 versus 45,000,000 cd/ft2).

The Luxor "searchlight" is not actually a "searchlight". Its appearance is a result of many searchlights working in combination with each other. I think the WWII 60" carbon Arc, or maybe the German equivalent or possibly the old Mt. Wilson light are/were the brightest searchlight. Some of the 60 Carbon Arcs have been converted to HMI with a CP of 1,000,000,000. Maybe that's the winner.

Is not the ultimate(certainly compared to HID) , but for led and reflector/s that you can buy , the rc40vnT. It is the highest lumen at 8000 and 500kcd that vinh has in his shop. There are higher output, there are better throw , but as an all round package it's hard to beat(without costing the earth).

For better performance HID(no mention of just led in the Q) would be the choice, far better throw and still high output which can be run for longer durations!

Right now this would be a sensible contender at "just" $3000 ish ,and then add duty(ouch).
