It appears to be a chinese-english corrupted translation. It has to do with anodization, but past that I'm lost.
The problem is, there is no distinct line between Cape oxygen and hard oxygen, so the US military to develop a standard HAII which is three hard oxidation in the country, many manufacturers do not strictly in accordance with the standards of production, but also similar to hard oxygen, and call it HAIII to advertising(but in fact it is different from the secondary oxidation) .

Thank you. I suppose the hard oxygen, coupled with chrome muffler bearings or diesel spark plugs, would light up the sky like a WWII searchlight.
This field of "Flashlights" is very interesting. So we're does an inquiring mind go to learn about modifying.
