Not necessarily. Ultra throwers like the TK61vn take some distance to properly focus, so even at 4m it may not have reached optimal intensity. Try measuring at 10/15m or so and hunt around a little for the highest lux, it isn't necessarily in the centre.
Also, for Vihn's heavily driven lights, make sure you have fresh high drain batteries for optimal results.
For further conversions, just multiply the lux by the distance (in meters) squared to get the candela or lux at 1m.

Even at 4m it seems a bit low but I agree with TheBelgian try with the cells fully topped off [as well as the lux meter] with light cold at 10 metres measuring at start up and at 30 seconds. Should see 6000 lux at 10m if its up to spec.

You may have done this or not - lux meters can vary in terms of accuracy and it helps to get some readings on stock lights that others have measured so you get a feeling for how close yours is. Curious to see the measurement at the longer distance.
