I'm disappointed the the S1 Mini has a software lockout and the S1A apparently does not. Why would you not carry the same interface across all models?

I don't think any flashlight make with a high level programmed UI has the same UI across every model.
One set of users might want a light to come on in low mode all the time so they don't ruin their night vision.
Another set might want instant Turbo because they work in law enforcement and Turbo is an important setting for them.
Another group has no interest in "blinky" modes.
Someone using a light as a work light might prefer a memory mode so that their light comes on at the same level every time.
It all depends on to which group a specific light is being marketed to.

Why would Olight make the S1 Mini with an electronic lockout and not do the same with the S1A?
