I recently purchased a Streamlight TL-3 and I love it. The factory specs say it is 200 lumens and I doubt that is far off because it is really bright. I also bought two CGR17500 Panasonic Lithium-ion Rechargeable Batteries to replace the 3 x 123s that are in there now, but they haven't arrived yet. The Panasonics are 3.7v and 830mah each. That will only give me a total of 7.4v as opposed to the 9v it has now. The TL-3 uses a Xenon BI-pin bulb. Since I will be buying some WA bulbs for my Maglight, I was thinking of getting one for my Streamlight.

Will a WA bulb work in there?

Detailed technical drawings are available for most (possibly all) WA bulbs somewhere on WA's website. I measured the pin diameter and spacing for my Black Diamond Gemini bulb using a dial caliper in order to find a match. You might try looking at the bottom of the product page for the bulb(s) you're looking at. I think I saw links to these drawings there, not sure:

You can also buy compatible WA sockets for any bulb, although I have no idea how you'd integrate one into the tl3 lamp assembly!

Does anyone have a TL-3 that could tell me the details of the bulb. (pin diameter and spacing)

I don't have a dial caliper to measure with.

Diameter of bulb envelope is 4.66mm.
Pin diameter is 0.50mm.
Pins are 2mm apart (center to center).
Pins are 4mm long.
Nominally called 9 volt bulb.

Works well with 3 primary C123A (7.5 Volt) or 2x3.7V rechargeable (7.4 Volt).
