What problems, if any, would occur to use 9600 mAh 18650's in an LED Flashlight vs the 2200 mAh 18650's that came with it? Both sets of 18650's are 3.7V, and thanks for any help.

What brand and chemistry are these "9600 mAh" 18650 batteries ?

Maybe the 9600 is the combined mah total for all 4 batteries which makes each cell 2400mah.
I went ahead and asked if these were not really 4 2450 mah batteries that ADD UP to 9800 when you use ALL 4 together. If you read the wording, it does hint toward that.
