Budget 1 x 18650 compact with side switch?

I have a Nite eye ECR26 that meets most of your requirements. It has mode memory, so turn off on hi that will be there next time you turn it on.
Its one 18650 and side switch, as well as USB rechargeable. The head is slightly bigger than the body, but not by much.

My favorite budget compact side switch would be the Sofirn SP32A. Ditto @Paul6ppca's recommendation in that the Sofirn has Last-mode-memory so it can come on in Max. Or if Max was not the last mode used, a simple double-click takes one to Turbo from ANY mode, even from Off.
