I didn't use my Coleman 295 for maybe 10 years. There is still fuel inside. Is it safe to test it with the old fuel?

Old liquid fuel? Surely it's incredibly stale and gummy. I wouldn't risk it. I'd remove the mantles carefully, dump the remaining fuel into your lawnmower, and use carburetor cleaner to clean the fuel system of the lantern. Then put fresh camp fuel in.

What kind of carburetor cleaner? a brushes tool kit or a spray can or a fluid Fuel Injector & Carburetor Cleaner?

10 year old fuel?? No! As already pointed out above, that fuel is not worth using in your Coleman.
