I have been reading through dozens of threads trying to wrap my head around flashlight modding.
I have very little to no electronics training or experience so it's challenging to make sense of it all

Mostly what I am struggling with is matching drivers and LEDS.

My flashlight I currently have is a Eagletac T20C2 Mark II. I actually have 2 of them and want play around with modding the one with more wear.

I would like to rebuild the drop-in with something brighter than the XP-G S2 that it currently has in it.

Based on what I think I understand, could using a
Cree XM-L T6

and this

work with a single 18650?

Yes, a 18650 has a nominal volrage of 3.7v and a maximum off the charger unloaded voltage of 4.2v. Well within the 2.8V - 4.8V range of the driver.
It looks like the output voltage is 4.6v which may be too high for your emitter. Forward voltage for that emitter is around 3v.
Check Mountain Electronics for a more suitable driver.
