Philips Ultinon LED

This bulb came up in another thread and I was curious to search around for one, then I bumped into this:

It notes clearly not ECE approved, but just curious, automatic "no" or test like LED signal bulbs?

You'll note that it's advertised on the Philips site in the Philippines; they are not a UNECE signatory, nor do they follow JIS, FMVSS 108, or CVMS108.

Automatic "no". You can't possibly evaluate the safety of LED headlamp bulbs like you can with the other bulb functions except through instrumented testing (which these will certainly fail; if they pass in even ONE lamp I'd be highly surprised but they need to work in every lamp).
