The outer glass is for additional protection (inner is very fragile) however its also typically UV stop glass. UV is "bad news" stuff.

ohh so what your saying is that the FF4 has no UV protection compared to a "conventional" HID globe? i am running a uv filter on the front of mine so will that help keep it in check?

I don't know how well it is filtered. I don't have any transition lenses to check it with, or what the result would mean. UV comes from sunlight though too.. I mean it's everywhere. I try not to shine the HID in my face.
