I have a Opus BT-C100 that would do the job. It will charge and even analyze cells. It has power bank using lithium ion cells and 12vdc + 5V micro USB inputs. I've charged 14500 and 18650s with it and should do AAAs (10440s) and 16340s also the charging rate is adjustable from 200 to 1600ma (2000ma for nimh). The only 2 issues with it is the maximum charge voltage is sometimes not quite 4.2v for lithium ion. I did a hack to adjust this to that amount. The other issue is the display is LCD and the backlight is on when operating so if you use it in a dark room you may want to cover the display if the light bothers you (sleeping).

For 10440/16340/18350/AA/AAA/14500 and USB charging, I like the 250mA/500mA Xtar XP1 Hummingbird.

For 16650/18650, the Xtar MC-1+ works well at 500mA/1A.

The former is out of production, but you should be able to find both for ~$20.

Now whether you can fit the 21700 into the MC1+, I can't say.

I just measured my Opus and it opens to 72mm so 21700 should fit it maybe even protected ones if not too much longer.
