Continuous amp draw question

When comparing 2 18650 button-top protected batterys with the same volts 3.7 and same 3500 mAH. Keeppower is supposed to be a rewrapped sanyo/panasonic cell. How then is two like batterys having the same Volts and mAH have different continuous amp draws? Sanyo NCR 18650GA protected buttontop states 10a while keeppower states 8A. Just does not compute. For protected cells the limit can be either due to the cell or the protection. The Keeppower protection is around 8A.

Thanks for the reply HKJ. I have all 3 batterys. One of the keeppowers is the 3600mAH which states 8A. The other keeppower is the 3500mAH with no stated A's. I dont know how many amps my TK75 pulls at 5100 lumens, but I dont see any difference in either longevity, brightness or staying power in any of the batterys. Seems like the Sanyo 18650GA with 10A would show a big difference. The keeppower is almost twice the money but isnt any better than the $7 Sanyo. Could you explain that. Thanks again Rob
