I have tried finding more detailed specs of it, and a place to purchase one, but no luck so far.
I am toying with the idea of creating a search light from multiple LEP lights but the torches on the market are still a bit pricey.

There are more than a few reasons why those bulbs are illegal to import or introduce into interstate commerce in the USA*​, and while they're somewhat LED bulb apologists (those are also illegal), even they admit that this thing doesn't even come close to attempting to try to work.

As far as making a handheld spotlight with it, I suppose it would be OK for that, but there are so many complete LEP flashlights out there that it's not worth trying to make a spotlight out of this toy.

It's no surprise that this so-called "LEP bulb" doesn't work effectively at all in halogen lamps. Total optical incompatibility; a quick look at its design would be enough to know that without even trying it out. Another big clue that this is just another example of the usual scam: Nichia does not make retrofit bulbs (LED, laser, or any other type) for cars.
