My son has a flashlight with what looks like a custom battery pack with 2 18650s stacked in series. Having no luck finding it anywhere, so looking for some help in replicating it safely.

I was planning to cut the wrap off and get a look at exactly what's inside, but I wanted to post here first in case there is anything i should do first.
From research it looks like these are an older ICR type battery and are the most dangerous. Can I safely replicate this pack with 2 IMR 18650s? Where should i get them? Any tips for how to join them in series like this?
