Nitecore UMS2, is this normal for this or any charger?

Hi, new member here with a potentially dumb question

I recently bought a Nitecore UMS2 charger to replace an old and slow GP charger as i wanted the possibility to fast charge when I needed to. Mainly I use batteries for flash photography, but I need to charge 18650's for flashlights aswell. What I have noticed is that when I fully charge a AA NiMh (have tried with all my batteries, GP Recyko, Eneloop and Fujitsu, both older and almost new, both in auto mode and manually set charging speed), and plug the charger in again with the same battery that already has finished charging, it will show a battery status of about 70-80% and continue charging. This seems very strange to me, as I find it highly unlikely all my cells are bad and drain this much within a half-hour. This also happens on brand new Nitecore 18650 3400mah's. Does this sound normal?
Also, the fit with AA's is very poor as they will slip in the charging dock because there is too much space. Thinking about returning the charger because of these things.
