Here is a photo of the lamp of interest, first next to the car lamp and separately. I did not find any summary table on the types of lamp bases, except for the most common ones.
This is some Chinese made special bulb base, It is a base only for that light, its a proprietary base.
Unless they still make it and likely not cheap, you likely wont find it anywhere else.

Is there information on what exactly this base is called? After all, there is a certain industrial standard according to which electrical equipment is produced.
It is made of very high quality, I have 1 piece, a friend bought it used and put new 18650s instead of the old ones. I bought from him.

Nope that's a 1-off base, never seen anything even similar to that. I doubt there is any standard nomenclature associated with it.
It is a proprietary base.

Understood, then I'll take a closer look, maybe this is something like a holder for some of the standard lamps. That is, it is inserted with the rear end inward of base and then soldered from above to this rod from the side.
