Can you identify this strange little torch?

My local machinist gave me this wild little pocket torch. It had been on his windowsill for over 10 years. All he knows about it is that it was gift from a friend who made tactical lights for law enforcement. The body is machined from Delrin and it has this crazy wave pattern in it like Damascus steel. The head has an amazingly fast and fine thread that he says is used in military gear. The lens is polycarbonate and there is an aluminum sleeve in the body.

I've also included snaps of the LA. The body seems to be a perfect fit for 2xSF123. It is O-ringed on the bezel and at the tailcap.
