ARC4+ settable power range?

I got this off of the ARC4+ page:

...Beam: (15 degree @ 3dB, 90 degree to shadow, 10 lux diagram) Settable Power Range: 24dB in 15 settings with 1.5dB spacing...

Does that mean you can adjust the light output like the SF U2?

Yep, there are 15 levels which you can assign to your primary and secondary settings. However, this involves going into the setup menu, and is not instantly accessable.

There are 4 instantly accessable levels:

Brightest
Primary
Secondary
Dimmest

The user can set Primary and Secondary to any light level between Brightest and Dimmest.

What are the levels in lumens? What are their respective run times?

As the top level is some 30lm, you just have to go down 1.5dB for each step (that means 30% less).

But I'm confused: 15 levels with 1.5dB spacing gives a 21dB range, not 24dB.

As the output is more or less constant and input power varies with LED (and probably other parts) tolerances, there is only rough data. You have to check it for your own light.
BTW, the FAQ says:
