could someone identify this light by chance?

(Description is in german but doesn't contain any useful information anyway. =)
It just repeats the contents from the last picture (package) and states the type is "207c".
The pictures at the bottom of that page are interesting though.

I think it's from Nuwai (logo and packaging), but can't find that type (207c) - neither on the Nuwai-site nor elsewhere or any Nuwai-light with that exact design.
The seller doesn't seem to know anything more about it, but the price is quite attractive - 65 EUR for a 5W Luxeon
light. If I'd know if it's regulated... :-}
(Actually, what do you think about non-regulated lights with high power consumption like these 5W Luxeons?)
