Paypal coverage and forwarding

I have missed out a lot of good deals and oppurtunities /ubbthreads/images/graemlins/frown.gif because I don't have access to Paypal account. My country, the Philippines, is not covered by Paypal. /ubbthreads/images/graemlins/mecry.gif

Is there a reliable / SSL-based website that process paypal payments for you and bills your credit card?

Bidpay - it's not clear from their website whether the PI is covered, but my guess is yes. The fee is paid by the buyer so there should be no problem with anyone willing to accept such payment. Payment to the seller comes in the from of a Western Union money order. http://www.westernunion.com/info/osBidpay.asp

I've been using www.bidpay.com to pay for auctions (eBay, etc.). Fee is relatively hefty. But it does not cater to plain person-to-person transaction. There used to be a www.payingfast.com and www.moneymover.com, but it seemed that Traveller's Express changed it policy and both site went pffft...
