photoshop CS--web gallery feedback function

i discovered that photoshop CS has a feedback-type gallery as well, which i'd like to use. however, i've tried, and can't get the feedback thing to work (the "email feedback" works, the "save or remove feedback" doesn't). does this require stuff like server side scripts, or whatever those things are? the page is plain html, with .html suffix, and done in cascading style sheets. see for yourself:
