I'm sure that was a custom job by SOE, hence not appearing on their website. Any custom pieces you get from SOE, SOTech, HSGI, or any other large tactical gear manufacturer will most likely cost you more than you would like and take months for them to get around to making. I would recommend contacting one of the smaller operations making gear for an item like this because they are less focused on filling military contracts and requirements for their current product lines.
I've had a few custom pouches made by Stuart at
EssTac and they are top notch quality (on par with the Eagle Ind., Paraclete, and HSGI gear I own). You can contact him through the website with what ever specifications you desire and he can make it a reality. My pouches took about three weeks to arrive after order, and two were custom made to my specs.
