Several years ago there was a discovery channel show about Less than Lethal technolgy.

One of the items shown was a huge turbo head type of flashlight that strobed at a certain impulse. It was said that it would incapacitate a person due to some type of nuero impulse . It is possible that Strategos has copied this impulse. There have also been documented cases of children having convulsions from too many hours in front of a video game, it has been attributed to the frequency and strobing of the images on the tv screen.

I'm not saying it is a proven scientific fact but there has been a lot of research going on concerning the use of light or sound as a non lethal means to incapacitate somone.
