Something I've wondered about for a while. What would happen if somebody dropped a letter in a post office box with no return address, and no stamp? Wouldn't they have to deliver it anyway?

It gets delivered postage due. The recipient gets a notice, then has to go to the PO to pay for the postage before receiving the letter.

The Post Office does have a highly controlled facility, maybe two, that opens letters to find out where to return them. I had a letter come back after about 6 weeks. We sent it to a bad address and for some reason forgot the return address. We were in CT, mailing to CT, at the time and I think it was opened in CA.
