I have one and it does NOT flicker at the low setting. I checked and double-checked. If someone observed a flicker it's either because there was a problem with the light/batteries or it's one of those phenomenon noticeable only to certain people. It's definitely not noticeable to the average person.
And YES, you can double click to the low setting without activating the high setting. There is a very slight flash as you go through the high setting but thankfully it is very DIM. And you have to press the button fairly quickly. After a little practice it got easier.
