Q on Voltage Stabilization Circuit (VSC) in OEM UV

I'm looking at a 5 UV led (385nm 4.0 mW) flashlight. The site says "The LED are connected to a Voltage Stabilization Circuit (VSC) which maintains optimum brightness as batteries wear out. The LED and circuit board are press fit into the housing front and then sealed with epoxy to water proof and protect unit."

Does anyone know what they might mean by a VSC? Is VSC a fluffy description of a resistor on a board?
