If you are on comcast and you dont have the speed upgrade to 4mb/384 I would power cycle the modem every day...

I did mine today and bingo......4111kb/sec down load......

Bandwidth Tests.
bandwidthplace.com gives you some decent results, only 3 free tests a month though, kinda sucks.

There are many other good places for it though

Boy do I wish Comcast was available in my area. Instead I am stuck with this crappy cablenet service that is actually CAPPED at 2MB/s yet I never get that. Most of the time I am stuck with 1.5MB/s.
