animated GIFs can be created in things like photoshop.
the old version of photoshop i use , you just make a bunch of similar layers, and then bring up the "save to web" feature, and select and check, and time the layers there.

there are also animgif freeware programs in existance, that you just feed the program a bunch of same sized gifs, and it makes an anim.

adobee premiere will output a anim gif as one if its formats.

some locations you would use them will shrink your avitar when you upload it onto thier server (when it is oversize), and may discard the anim in the process.

the easiest thing to do is steal them off the web preferably from somone who is offering them free to use.
a search for "animated gifs" will find sites with tons of stuff.
