Need a little computer help....

Ok, I understand this is a minor problem, but there is something wrong with my task manager. When I access it by pressing ctrl+alt+delete the window is missing some important features. There is no X for closing the window, and the minimizing button is gone too. The entire bar saying "Task manager" and the close, minimize, and maximize buttons is gone (The part that lights up when the window is accessed). I can only turn it off by pressing Alt+F4. Can someone help me? I cant do anything on my task manager and its been like that for a while now.

Try double clicking anywhere in the border that surrounds your task manager window, that should return it to full mode.
