runs on protected rechargables (I will buy them the charger and cells)

2-stages

Lux3 or Lux5

around $100 each

What do you think?

I don't think you could get a SureFire setup in that range.

Maybe a KL1 but the Aleph 2-stage tailcap is already I think around $35, and that doesn't include the body...

Any cheaper heads, perhaps building an Aleph head?
