What would you choose?

What I need: A LED flashlight with a Luxeon bulb capable of producing 40-45 lumens of blue light.

With only that requirement, what is the cheapest light available?

It may not be the cheapest, but I think a good deal - take look at the Nuwai TM-303X QIII (1 CR123 cell). Think its less than $30.
If you look at the threads, its quite popular...

Then, for a little more, there is the Nuwai TM-301X-3 - 2 level, 2 CR123 cells (QIIIs "Mother").

I think either will be close to meeting your lighting requirements.

Wait, by blue do you mean Royal Blue? How about a minimag with a 5W RB sandwich from the shoppe?
That wold fit but it might not be the very cheapest solution possible...
Or, did you mean bluish white light?

Police 3W Luxeon, $14 SHIPPED (plus 2 CR123A batteries). 60 lumens claimed.

The next two lights don't state their output in lumens, but I'd venture that if they use a Lux III, they're in the 40 lumen range:

3W 3AAA light, $13.50 shipped from Emilion's.
3W Kaman (2xCR123A), 700 lux, $16 shipped from Emilion's.

The Kaman is regulated!
