What was up with CPF cooling down period?

Hi All!

I tried to log on CPF this weekend and there was a message that this was a "cooling down period, and to remember what we were here for" What was that all about? Been here since 2001 and haven't seen the forum be turned off on purpose before.

What gives? I looked around for an announcement of sort, but didn't find one. What is going on?
