Watt ratings: Why not on multiLED, Xenon lights?

Single-LED flashlights that use a Luxeon or Nichia Jupiter are rated as 0.5W, 1W, 1.5W 3W, 5W. Why don't we find similar power ratings on xenon flashlights and flashlights that use 5 to 32 5mm LEDs?

There are many xenon lights that have wattage ratings on them, as for the multi 5mm LED lights the biggest problem with them is the quality (output) of the LEDs differ all over the place which means one 2watt version may be 2-3 times brighter than another one. Also LED lights that use boost circuits vary as to the output of the circuit driving the LEDs and battery types can make it differ also. It is akin to rating vacuum cleaners by the amperage they devour.

xenons by wattage tend to more closely follow each other while 5mm LEDs are all over the place from 8kmcd based lights to the 26k and new nichia 5mm based lights. If you overdrive a light twice its rating you could rate a light at twice wattage but it won't necessarily be equivelent.
