I found a reference on a government site to a supposed unit called a "candle watt". Sounds to me like they meant candlepower. It's in reference to the allowable brightness of lights used in official nighttime surveys for a protected species of frog.

http://www.fws.gov/pacific/sacramento/es/documents/crf_survey_guidance_aug2005.pdf (bottom of page 7 and top of page 8)

The associated discussion of allowable flashlights is...well... no comment. I just wanted to run it past folks to make sure the issue isn't my own personal ignorance.

Thanks,
Bill

It's a booboo. Ain't no such unit. Given the context, it does look llike they intended candle power.
