Scandium when alloyed with aluminum in very small quantities (I think about one half percent) greatly increases it's strength. It's how Smith & Wesson can make those tiny aluminum .357's. Russians developed the technique during the Cold War and they own pretty much all the world's supply of Scandium. According to Google, high quality metallic Scandium costs about $500 per ounce.

mountain bike frames are often have mixture of Al and vanadium. I wonder if flashlight body has such metal alloy, would it be much stronger?

Why do you need a stronger flashlight? How often have you seen a 6061 flashlight bend/break?
