Paypal is well and alive. The problem is either in your ISP or your computer.
Your DNS servers or your hosts file could be wrong. Try to access Paypal directly by IP, using one of the following IP Addresses: 216.113.188.35, 216.113.188.66, 216.113.188.67, 64.4.241.32, 64.4.241.33, 216.113.188.32
Try also to access Paypal using a secure connection from the beginning (
https://www.paypal.com ) as that could get past through some kind of filters.
If nothing above works you should contact your ISP.
Using a proxy to access Paypal is a solution but could be risky if you are not 100% sure that the proxy is legit. Normal proxies are configured to give access only to the users of an ISP or some kind of Intranet and they are not accesible to the rest of Internet for economical (bandwith use) and security reasons (a proxy can be used to attack other sites while hidding the origin).
So, most open proxies are either missconfigured or amateur or "owned servers". And you don't want that kind of servers acting as "man in the middle" when using Paypal, right? :sweat:
I would be surprised if Paypal were blocking IPs from your country, because as you said it would mean that travelling users could not access their accounts. They could eventually block a small range of IPs if they were the source of some kind of attack. If using Paypal is illegal in your country, your government could block Paypal or force your ISP to do it.
