    I finally got a reply from Philips; they analyzed the bulbs in their lab and apparently it's residue of quartz glass dust from the production process. They said the residue has no impact on the performance or the lifetime of the bulbs. Here's a photo I posted earlier

    Probably oil residue; I should've realized that myself! Thanks. I got them from a well-known (and apparently reputable) webstore about 100km from here, no idea on their source. The actual packages appeared untampered with, but I only opened one of the two and then photographed just one bulb...

    I'm a bit scared by the all-blue glass, but apparently the light output won't be blue, so I'll give those a try. Can't really judge those based on photos or videos online, since they vary from white to really blue, presumably because of inconsistent camera settings (mostly white balance)...
