1. Try reading the 18650 with a different DMM
2. Try 1st DMM on another and/or other batteries to see how it reads them.

There are some limits on transport but they don't don't affect most of the traveling public adversely. One can transport common Lithium batteries, both rechargeable and not, in devices and as carefully protected spares as long as they're ONLY transported in carry-on baggage.

I've done this myself when my candle mode Mag 3C /Malikoff LED rolled off the console after a demo/flash-a-holic conversion. Compromised the dome resulting in LED replacement. Used an OTC Seoul P4 which worked almost as well.
My Pila does this too. A couple of WF chargers I have will blip when the battery is rolled in the holder. I suspect Pila's close monitoring notices a connection resistance change and terminates the charge.
The other chargers I use just recover and press on. Possibly due to looser tolerances.
