    IMO, the SkyRC MC3000 is the best consumer charger for cylindrical cells with two drawbacks: price, and not fitting protected 21700 cells. The new Xtar VP4L (new version of the VP4 Dragon with longer slots) can handle protected 21700, and should be cheaper than SkyRC MC3000.

    Yes, try with another cable first. Even the problem is stil in the PB, I don't see many other alternatives. After all, in this age of cheap Chinese goods, 3 years of service is about what you can expect from such a product, so consider buying a new one.

    The batteries should be kept in a dry cool place. Packaging doesn't matter much, unless you keep them refrigerated and want to avoid condensation when taken out of the fridge. I keep my AA/AAA NiMH at room temperature in plastic storage containers.

    As others have said, you can't get much output and runtime on 3xAAA cells, 1200 lm is a no-no. The best is to get a light that uses Li-based cells, either 18650 or 21700. There are budget-friendly options from the like of Convoy and Sofirn.
