I would say get a Surefire 6p host and drop in a Malkoff m60 or m61. If your picky about the switch grab a Mclicky. The Surefire would run fine on a 17670 or 2 x cr123 batteries. If you want to stuff a 18650 in there you would have to get it (the Surefire) bored to fit or opt to use a Solarforce...
There are a lot of lights that may fit your needs at that price point. You might take a look at the Crelant 7G3CS or 7G6CS... They look like they might be more throwy in that price range (especially the 7G6CS)

Agreed with the above mentioned lights... I would also add maybe the Streamlight Microstream or the Streamlight Stylus Pro. I'm pretty sure if you look around you can find a nice deal on some Icon Rogue flashlights too. Those are great lights as well for gifts.
It has more brightness settings and options. Such as strobes and SOS modes. There is also a lot of parts available for the preon such as different tailcaps allowing for clicky operation vs. twist on (and replacement parts).
Some people buy the Preon2 and a Preon1 body and innerchange them...
They more than likely do. It has been an understanding that a lot of companies order smaller components for their production lights. Such as switches, pocket clips, springs, leds and packaging etc.

I try to keep my flashlights down to a reasonable amount. When I start accumulating more and I feel like some of them are going unused I try to find good homes for them with my family or my close friends. Of course there are certain ones that will never leave me.
Besides just the industry standard reasons... Black looks more professional and sophisticated to most people. If someone showed up to help you look for something with a multicolored Playskool flashlight you would not take them very serious. Brightly colored = toys to some people.
